Public Comment
  • Rick Gale, Bozeman Public Schools, introduced the “Health Connections” Newsletter’s messaging about DUI and referred members to the website to learn more. There are town hall meetings being held in Bozeman.

        Minutes from May 16th: Approved by consensus

Business
  • Update from Terry Profota on her Strategic Planning  contract
  • There has not been a response from HR on the Coordinator Job Review process that was submitted to them in March with a request for a reply by April 8th.
  • Executive session: Susan discussed the job evaluation she and Jenna completed. Terry D. moved to approve the submitted evaluation along with a recommended merit increase of 2 to 4%. Gordon seconded. Approved.
  • Motion to approved Bylaws as presented: Rocky. Second by Shanda. Approved.  
  • Motion to accept the $1000 gift to the Task Force and to add it to line item 790, Other Grants, for Fiscal 2013: Gordon. Second by Terry. Approved.
  • Jenna has reviewed the Fiscal 2013 Plan and Budget with Lorelle at Highway Traffic Safety. Susan requested a fiscal note be added noting the 2 to 4 % merit increase for Jenna. Motion to approve the plan and budget with the fiscal note: Gordon. Second by Terry.  Approved.
  • PI&E Update – none
  • Review committee membership options and Task Force membership drive.
  • The Advocacy Committee will kick-off July 6th  by meeting with Becky Sturdevant from MADD and the Montana Common Sense Coalition.  Doug is acting Chair. Stephen Scott has indicated membership in this committee.
  • Jenna made an update on the membership drive: Ty Elliot could not attend the past two meetings but continues to be interested in membership. Others who had indicated interest have not taken action on that interest. Need Task Force involvement in recruiting.
  • Board Nominees must be presented at the September Task Force meeting. Susan cannot serve as Chair for a second term.
  • DUI court in schools concept (http://mee.bo/yZEe2x) sent to the PI&E Committee for consideration.
Finances
  • Kasey Welles reported on the Streamline CEASE Award. Streamline has a minimal advertising budget. Since the funded campaign kicked off in December Streamline has experienced a 60% average monthly increase in ridership.
  • CEASE Awards Committee update and recommendations on applications.
  • Recommendation by committee to change language in Charter from “awards under $3000 may be conditionally approved and later approved by consensus by the DUI Task Force.” Potential problem with the committee approving a project and the project moving forward, then the project not being approved at a later meeting of the Full Task Force.
  • First option: Awards under $2000 may be approved by the committee and later briefed to the Task Force.
  • Second option: No limit on award size to be approved by the committee. The committee is already charged with and responsible for working under a strict budget. Motion to approve this option by Gordon. Terry second. Approved.
  • Applications
  • High School Rodeo Project: recommend approval of application for $1500 by CEASE Committee. Affirmed by email vote of those who attended the May Task Force meeting. Approved.
  • City of Bozeman Over-service Checks: recommend approval of $3840 for Fiscal 2013. Approved.
  • DRE Conference Applications for MHP, GCSO & Bozeman. Committee recommended funding of $900 toward each application. After extensive discussion Dave Keen moved to fund registration and lodging for each application contingent on each agency covering travel and other costs.  Kasey second. Approved.
  • Music on Main: $1500 for wristbands and marketing of a “Don’t Drink and Drive” message. Committee voted to pass this to the Full Task Force for consideration. After extensive conversation, the request died for lack of a motion. The Task Force invites the DBA to pro-actively work with the PI&E Committee on future proposals on the educational component of the proposed project.
